SAMPLE LETTER
Dear Members of Congress:
The United States is facing a sustained and escalating assault on free and fair elections. These events cannot be dismissed as isolated controversies. Together, they reveal a coordinated pattern of election denial, voter intimidation, partisan manipulation, racial disenfranchisement, and federal interference in state election administration.
For years, Donald Trump and his allies have conditioned supporters to reject any election they do not win. Trump called the 2012 election a “total sham,” claimed before both the 2016 and 2020 elections that the results would be rigged, pressured Georgia officials to “find” enough votes to reverse his defeat, and encouraged efforts to obstruct certification of the 2020 election. Even after courts and officials found no evidence sufficient to overturn the result, his allies continued spreading claims that exposed election workers such as Ruby Freeman and Shaye Moss to racist threats and threats of execution.
This campaign of disinformation has been accompanied by direct intimidation. Trump has repeatedly threatened to deploy law-enforcement officers or uniformed federal agents near polling places. Political operatives have used deceptive robocalls to suppress Black voters. More recently, administration officials and allies have discussed involving ICE in election operations, obtaining state voter files, seizing election records and equipment, and threatening election officials with criminal prosecution.
At the same time, partisan officials are manipulating district boundaries to predetermine election outcomes. Mid-decade redistricting efforts have targeted majority-Black districts, divided predominantly Black cities among Republican-leaning districts, and attempted to eliminate opposition seats at the request of the president. In several states, maps were advanced through emergency sessions, suspended elections, and rushed votes—including while residents were evacuating during a tornado warning. This is not representative government. It is the deliberate selection of voters by politicians rather than the selection of politicians by voters.
Voting access itself is also under attack. Efforts to restrict mail voting, impose burdensome citizenship-document requirements, centralize voter information, purge voter rolls, and weaken the Voting Rights Act disproportionately threaten married women, Native Americans, Black voters, naturalized citizens, elderly voters, and people without ready access to passports or original records. Meanwhile, federal agencies have been used to demand ballots, voter-registration records, citizenship data, and other sensitive information from states.
Congress has a constitutional duty to act. It must restore and strengthen the Voting Rights Act, prohibit partisan mid-decade gerrymandering, protect election workers, restrict the use of military or federal law-enforcement personnel at polling locations, safeguard mail voting, protect voter data, and establish meaningful penalties for officials who knowingly attempt to overturn lawful election results.
Silence is not neutrality. Delay is not caution. When political leaders openly discuss taking voting rights away, terminating constitutional protections, using federal force around elections, or eliminating elections altogether, Congress must respond with more than statements of concern.
The right to vote is not a privilege granted by a president, a political party, a billionaire, a pastor, or a state legislature. It belongs to the people. Congress must defend it before the machinery of democratic government is placed entirely under partisan control.
Chronology.
1993-05-20 Clinton signed the “Motor Voter Act” or National Voter Registration Act to help register voters. The GOP used this bill to demonize women, minority and immigrant voters and claim voter fraud.
2000-01-01 Larry Elder wrote, “Women know less than men about political issues, economics, and current events”.
2000-11-07 George Bush lost the national popular vote to Al Gore, but he won because he secured 271 electoral votes to Gore’s 266.
2006-06-28 Courts ruled that States can redistrict as many times as they want (see Leage of United Latin American Citizens v Perry, Governor of Texas).
2010-01-01 During a Libertopia conference, Peter Thiel said, “The basic idea was that we could never win an election on getting certain things because we were in such a small minority. But maybe you could actually unilaterally change the world without having to constantly convince people and beg people and plead with people who are never going to agree with you through technological means. And this is where I think technology is this incredible alternative to politics”.
2012-10-18 Trump called the 2012 vote a “total sham”.
2013-06-25 Courts tossed out a rule in the Voting Rights Act that would require states with an extensive history of racial discrimination to submit any changes in their election policies or maps to the federal government for advance review before putting them into effect (see Shelby County, Alabama v. Holder, Attorney General).
2016-01-23 Trump said, “I could stand in the middle of 5th Avenue and shoot somebody, okay, and I wouldn’t lose any voters, okay?”.
2016-10-16 Trump posted, “The election is absolutely being rigged by the dishonest and distorted media pushing Crooked Hillary - but also at many polling places - SAD.”
2016-11-27 Trump posted, “In addition to winning the Electoral College in a landslide, I won the popular vote if you deduct the millions of people who voted illegally” the posted accusations of voter fraud in Virginia, New Hampshire, and California.
2017-01-25 Allegedly Steve Bannon, Tiffany Trump and Steven Mnuchin were all registered to vote in more than one state.
2017-05-11 Trump signed executive order “Presidential Advisory Commission on Election Integrity”. Trump tweeted out in July, calling the board of this executive order his “VOTER FRAUD PANEL”.
2018-11-05 Just before the midterms Trump posted, “Law Enforcement has been strongly notified to watch closely for any ILLEGAL VOTING which may take place in Tuesday’s Election (or Early Voting). Anyone caught will be subject to the Maximum Criminal Penalties allowed by law”.
2019-04-01 Right wing operatives Jacob Wohl and Jack Burkman paid for a robocall campaign in New York to suppress the Black vote.
2019-06-17 SCOTUS ruled that federal courts couldn’t stop states from drawing lines on a partisan basis and had no authority to resolve partisan gerrymandering claims (see Rucho v. Common Cause).
2020-04-20 Trump threatened to send law enforcement officials to polling locations.
2020-05-26 Trump made accusations on a Twitter post of alleged 2020 election interference. Josh Hawley reposted the tweet and added that Twitter was getting subsidized by the federal government for that interference in the form of “special immunity”.
2020-05-27 Trump wrote, “Republicans feel that Social Media Platforms totally silence conservatives voices. We will strongly regulate, or close them down, before we can ever allow this to happen. We saw what they attempted to do, and failed, in 2016. We can’t let a more sophisticated version of that…happen again. Just like we can’t let large scale Mail-in Ballots take root in our country. It would be a free for all on cheating, forgery, and theft of Ballots. Whoever cheated the most would win. Likewise, Social Media. Clean up your act, NOW!!!”.
2020-08-01 Jacob Wohl and Jack Burkhman continued their robocall campaign in Detroit to suppress Black voters. Both plead no contest to voter intimidation August 2025.
2020-08-17 Trump claimed publicly that “the only way we’re going to lose this election is if the election is rigged”.
2020-11-07 Trump made threats to prosecute over the Biden victory.
2020-11-07 Trump posted “I WON THIS ELECTION, BY A LOT!” and, “this election is far from over”.
2020-11-09 Trump’s former press secretary Kayleigh McEnany repeatedly pushed false claims of election fraud and told Fox she wanted all Pennsylvanian ballots thrown out. After a financial disclosure statement was released showing she funds from both Trump and TPUSA the Fox broadcast system put out a statement saying that she “is not currently an employee or contributor at FOX News”.
2020-12-01 Jeanine Pirro contributed to voting system misinformation during the 2020 elections, as she was the center of a $1.6B defamation suit against Fox by Dominion over false claims. Allegedly a Fox News producer called her a “reckless maniac” in an internal company email, and Conservative legal experts wrote a report in 2022 saying Trump and his allies never provided any actual evidence of fraud.
2020-12-15 After Biden won Trump posted, “This Fake election can no longer stand. Get moving Republicans”.
2020-12-19 Trump posted, “Big protest in D.C on january 6th Be there, will be wild!”
2021-01-02 Just prior to the J6 insurrection, Ted Cruz and a group of Republican senators publicly announced their intention to vote against accepting the electoral college results.
2021-01-02 During a phone call, Trump pressured Georgia Secretary of State Brad Raffensberger to find him 11,780 more votes.
2021-01-04 Democrats introduced the For The People/Freedom to Vote Act, but it was blocked by a filibuster in June. The bill included anti-gerrymandering provisions.
2021-02-20 Fulton County DA investigated election interference involving Trump, Rudy Giuliani, and others.
2021-02-22 Dominion filed a suit against My Pillow CEO Mike Lindell for libel.
2021-03-01 Dominion Voting Systems filed a suit against the Fox News Channel and Fox Corporation for broadcasting false statements about their voting machines being rigged. Fox argued it was reporting “pure opinion”.
2021-06-21 Following false claims of voter fraud in 2020, multiple states enacted bills to make it harder to vote.
2021-06-24 An OAN host repeated election-fraud claims and suggested “traitors” who stole the election should be executed
2021-07-24 During The Future of American Political Economy conference in Alexandria Virginia JD Vance asserted that non-parents should not vote.
2021-09-14 Nancy Pelosi introduced the John Lewis Voting Rights Advancement Act which would require states with a history of voting rights violations to seek federal approval before enacting changes to their voting laws.
2022-04-22 Kari Lake and Mark Finchem demanded that Arizona stop using accessible voting and electronic ballot tabulation machines for the 2022 midterms. They requested Arizona instead count ballots by hand. In October 2022, Kari Lake told reporters, “I’m going to be your worst f-ing nightmare”.
2022-05-01 Allegedly Larry Ellison participated in a conference call after the 2020 election focusing on strategies for challenging the legitimacy of the vote. The call included members such as Sean Hannity, Lindsey Graham, Jay Sekulow, James Bopp.
2022-10-12 Charlie Kirk told his listeners to not support the rank-choice voting system. He also told his viewers that empathy is a “new age term” and does a “lot of damage”.
2022-12-03 Trump posted, “So, with the revelation of MASSIVE & WIDESPREAD FRAUD & DECEPTION in working closely with Big Tech Companies, the DNC, & the Democrat Parter, do you throw the Presidential Election Results of 2020 OUT and declare the RIGHTFUL WINNER, or do you have a NEW ELECTION? A Massive Fraud of this type and magnitude allows for the termination of all rules, regulations, and articles, even those found in the Constitution. Our great “Founders” did not want, and would not condone, False & Fraudulent Elections!”.
2023-02-16 In a $1.6B defamation lawsuit between U.S. Dominion v. Fox News Network, Sean Hannity, Rupert Murdoch and Tucker Carlson allegedly did not find election fraud claims fully credible or found them “crazy” but reported election fraud claims anyways.
2023-06-09 SCOTUS ruled that Alabama discriminated against Black voters.
2023-07-18 Michigan charged 16 fake electors for Donald Trump. The charges were dismissed September 9, 2025.
2023-08-14 Trump and 18 co-defendants were charged in Georgia’s election interference case.
2023-08-24 Mark Meadows turned himself in after a Georgia election interference indictment.
2023-09-17 Trump again claimed in an NBC interview that the 2020 election was rigged.
2023-09-29 One of the Georgia election interference co-defendants plead guilty.
2023-12-12 Georgia election worker Wandrea “Shaye” Moss reported receiving threats against herself and her child after being targeted by voter-fraud allegations promoted by Rudy Giuliani and other Trump allies, including threats of being hanged.
2023-12-13 Ruby Freeman, a Georgia election worker, testified to receiving violent and racist threats against her after Rudy Giuliani and other Republicans spread false claims about her. She stated she received threats of hanging and even had to flee her home for her own safety.
2024-03-16 Trump said during a campaign rally in Vandalia Ohio, “If I don’t get elected, it’s going to be a blood bath for the whole – that’s going to be the least of it. It’s going to be a blood bath for the country. That’ll be the least of it. But they’re not going to sell those cars”.
2024-04-05 An article reads “You have imprisoned our democracy: inside Republican’s domination of Tennessee”.
2024-04-23 During an interview on Newsmax with Eric Bolling, Lara Trump stated RNC would have people physically handling ballots on election day.
2024-04-27 Of the 84 fake electors charged across multiple states, 36 were criminally charged, 10 faced a civil lawsuit, and 7 remained in office. A small number of them gained public offices or were appointed to positions of power since the scheme.
2024-05-03 MAGA paster Joel Webbon called for the repeal of the 19th Amendment, Women’s right to vote.
2024-05-06 A group of white voters claimed the Louisiana congressional map “racially stigmatizes”, “racially stereotypes”, and “racially maligns” them.
2024-06-19 Trump falsely claimed Joan Rivers voted for him in 2016 despite her 2014 death.
2024-07-10 The Safeguard American Voter Eligibility Act blocks married women from voting unless they can provide a passport in their married name or proof of citizenship. It complicates voting for women and increases the likelihood of being purged from state voter rolls. Believe it or not, this has happened before in Virginia.
2024-07-26 At a Turning Point rally, Trump told supporters they would only need to vote “this one time” because the votes would be “fixed.”
2024-09-05 Vance claimed during a rally, “There is a logic to what the Democrats are trying to do. It’s disgusting, but there’s a logic to it. They want illegal aliens to steal everybody’s job, and now they want illegal aliens to steal everybody’s vote.”
2024-10-02 Special Counsel Jack Smith released 165 pages outlining Trump’s efforts to overturn the 2020 elections, involvement with the January 6 insurrection, and proof that Trump knew he had lost the 2020 elections.
2024-10-11 During an interview with the New York Times, JD Vance refused to answer questions about Trump losing the 2020 election.

2025-08-07 CNN Pamela Brown interviewed Project 2025 co-author and Christ Church leader Doug Wilson where he commented, “women are people other people come out of”, having babies doesn’t take skill, women should not vote, women should not hold leadership positions. Reposted by Pete Hegseth on X, “All of Christ for All of Life”.
2025-08-12 While on The Will Cain Show James Talarico of Texas addressed Republican redistricting, “My party has never gerrymandered in the middle of a decade at the request of the President of the United States, nor would we. The only way this is going to happen in Blue States is if Texas executes this power grab. You mentioned Massachusetts. Do you know the party of the governor that signed that map into law? He was a Republican”. After this comment the news anchor investigating Talarico stated the show ran out of time and ended the interview.
2025-08-13 Ohio announced plans to redistrict.

2025-08-23 Texas redistricted their map ahead of the midterms, adding 5 Republican seats.

2025-11-04 Trump ranted on Truth Social about voting, swampthevoteusa.com, terminating the filibuster, terminating mail in ballots, ratings, and so on.
2025-11-04 After California passed proposition 50 to counter Texas redistricting, Trump posted on social media calling the election “rigged” and stating that ballots were “under illegal and criminal review”. During a press conference journalists asked Leavitt about any evidence supporting the claims. She responded both that the accusations of fraud were “absolutely true” and “just a fact” and stated the White House was currently working on an executive order to stop alleged fraud.
2025-11-05 Proposition 50 passed in California. Mamdani won the mayoral election in New York. Several states gained Democratic seats during this election including Georgia, New Jersey and Virginia.
2025-11-17 A federal judge ruled that Texas substantially racially gerrymandered in their redistricting efforts.

2026-03-18 Trump posted, “For all of the Fake News out there, it’s called the SAVE AMERICA ACT, not the SAVE ACT. Nobody knows what the Save Act means!!!”.
2026-03-23 Steve Bannon described ICE deployments at airports as a potential “test run” for future election-related operations. He allegedly stated, “We can use this as a test run, as a test case, to really perfect ICE’s involvement in the 2026 midterms”.
2026-03-27 Todd Blanche asked, “Why is there objection to sending ICE officers to polling places”.
2026-03-31 Trump signed an executive order instructing DHS to gather a voters list and the USPS to transmit ballots, thereby nationalizing elections, burdening the postal service, complicating mail voting, and suppressing turnout.
2026-04-01 American Action Network mailed out misleading fliers in Nebraska saying Democrat Cavanaugh supports the Trump agenda.
2026-04-20 Kash Patel told Fox that arrests connected to the 2020 election would be forthcoming.
2026-04-21 Democrats in Virginia won additional seats and the Fox network claimed the win was a “gerrymander scheme”.
2026-04-21 The DOJ demanded Wayne County to turn over more than 860,000 ballots along with envelopes and receipts from the 2024 general election. Michigan Attorney General Dana Nessel said, “Once again, President Trump is weaponizing the Justice Department in an attempt to sabotage our democratic process and turn it into his own personal agency to interfere in State elections”.
2026-04-29 SCOTUS struck down a Louisiana redistricting map by a vote of 6-3. SCOTUS also destroyed key voting rights provisions in the Voting Rights Act of 1965 which was originally designed to outlaw discriminatory voting practices that would disenfranchise Black voters.
2026-04-29 SCOTUS ruled that anyone challenging a congressional map could only prevail if they had strong evidence the State intentionally drew its districts to afford minority voters less opportunity.
2026-04-30 Trump urged Tennessee to redistrict to gain more Republican seats.
2026-04-30 Louisiana suspended congressional primaries so they could redraw their maps.
2026-05-01 Louisiana Governor Jeff Landry signed legislation preventing Calvin Duncan from taking office as criminal court clerk after Duncan had been exonerated, earned a law degree, and won election to the position.
2026-05-01 Christian Nationalist pastor Joel Webbon claimed that the right to vote must be taken away by force, “virtuous, ambitious, masculine men have to climb the ladder of power and forcefully take away from the people that which is their detriment”.
2026-05-03 Alabama Governor Kay Ivey called a special session to redraw the state’s congressional map and revert back to one that would eliminate a Democrat-held seat, creating a 7-0 Republican delegation.
2026-05-04 Mississippi and Florida called a special session to redraw state districting maps to gain favor with Republicans and disenfranchise Black voters.
2026-05-05 Even after Louisiana received more than 42,000 absentee ballots the governor declared a state of emergency and suspended the election so new maps could be drawn. The new map eliminated one of two majority Black districts.
2026-05-06 After Tennessee divided up Memphis into three districts, Tennessee Republicans insisted they were unaware they were disenfranchising Black voters. When Senator Lamar asked Senator Stevens if he was aware that Memphis is predominantly African American, he said he was not aware.
2026-05-07 When Alabama called for a special session to redraw its maps, it forced a vote while people were actively evacuating during a tornado warning.
